Concrete block exterior tidy up

looks a bit rough near ground. has plastic extruding and not straight or tidy in parts. need advice on if the plastic is waterproofing layer or remnants from concrete mould process. if can be tidied by removing the plastic and concreting that bit, estimate. alternatively if has to remain, any suggestions for improving looks eg wood board over it to level the facing surface.
