Repair to concrete block wall

I'm looking at building a fence on top of an existing block wall and need repairs to block wall before fencing. Need to check if wall has been filled with concrete first and foremost so that it can handle a fence being built on top of it; Most of the capping blocks are loose so need to be re-mortared; Some blocks have come away so need to be mortared back in; Some blocks that create pillars need to be removed and filled back in to be the same as the rest of the wall; Pointing needs to be done on some of the wall.
