Removal of bricks near foundation to allow for air ventilation

We need better air ventilation under our house, as there are underground water tributaries that run down the hill and under our house. There are tiny air spaces in the bricks, every so often, however the basement always smells very musty ad damp. We would like several bricks removed around the house and replaced with old fashioned grills, if possible please? Thanks Gretel
