Brick Retaining Walls

I will be building a fence as soon as Watercare move the water meter to the footpath. Metal fence posts (65x65mm) towards the neighbour will be right up the current brick retaining wall. As neighbour and their visitors' cars and trucks bumped into it over the years more than once, the brickwork is cracked in few sections and loose in others. I have demolished the corner pillar and saved some bricks that could be used to patch up the wall, but you'd need to see them to ascertain how useful they'll be to you. I am looking for a brick layer that can visit, have a look and quote for this job. I also need advice is it better to fix up the wall before the fence posts go in, or after (as digging for the posts may disturb the wall more, so it could be a moot point doing it before fence is completed). I don't need structural strength in the wall as no matter what I do, neighbours will keep banging into it, and they won't be open to contribution, however the fence posts should help with concrete behind the wall and also neighbours may be able to see better how close to the wall they are once the fence goes up. The wall should also be extended to the comms conduit that sits on the boundary (it can be seen on one of the photos), so that it doesn't look unfinished like it does now.
