Retaining wall/basement walls

We're having a house relocated to our back yard, and are looking to put a basement underneath. It will be built into a hill, so the back wall will also function as a retaining wall (see picture). We are looking for an engineer to figure out the reinforcing/footing for this wall, and a bricklayer to do the work. We've drawn up the basic plan using 190mm wide cinderblocks. There are approximately 110m2 of bricks above the ground. The walls are 2400mm high. We're looking for an experienced brickie to lay these. The basement will include a bedroom, so it must be 100% leak-proof. The walls will also be supporting the top storey, via 4 I-beams placed long-ways across the tops of these walls. The walls must be able to support this. A site visit won't help much, as it hasn't been cleared/shaped yet. Please send through a rough quote based on the pictures attached.
