Drilling hole through asbestos board

I am having an extractor fan installed in the bathroom wall. The electrician has made a hole in the gib but thinks the external wall is asbestos cement. I need an asbestos expert to saw drill the hole in the asbestos cement (155mm) and encapsulate the exposed section. The electrician can then come back to instal the fan. Photos of the hole in the gib are attached. The bathroom is on the second floor. Thanks.
