deck extension

I need plans to extend an existing deck with glass balastrades from 1.5 metres to about 4.5 metres. Deck height is approx. 3130 metres so may need an engineers report for the height and the balastrades. I have most of the original house plans. Help with council approval would also be good. I already have a builder
