Outside shower and toilet

We are looking at building an outside shower and toilet at our property near the swimming pool. Currently family and visitors need to walk throught the house to get changed or use the toilet. We are on a septic tank rather than mains sewage. We would be grateful for your advice re how we could do this, need for planning permission and design and costs.
