Drafting serivices for WCC consent application

We are after a draftsman (i.e. not an architect) to work with as we have a reasonably tight budget. We have a reasonable idea around what we are after, however we need to translate this to paper so we can go through the consent process with WCC. To help us through the process, we are after a set of drawings with enough detail so we firstly price the materials for the build, then if we decide to continue, to provide the appropriate drawings and documentation for the consent process, i.e.: (1) Provide concept drawing so that we can estimate the cost of the build. (2) Based on outcome of #1, provide detailed drawings that comply with the current Building Code so we can lodge a building consent application with the Wellington City Council. (3) Liaise with an engineer (TBD). (4) Assist with providing any supporting documents and plans for the building consent application. If you could provide a cost/approach for this work that would be appreciated.
