scheme plan multi unit

we have a site in Titahi Bay that we want someone to prepare a preliminary scheme plan for multi unit housing terrace style houses . So we can do a feasibility study , including engineering design. The site is generally quite flat with 3 entrances and right now there is a development plan for single unit housing however that is not economic so we want to investigate something new . On completion of the study we will need someone to do a scheme plan for Council Resource Consent
