New standalone bathroom

We need someone to draft a 2m x 2m bathroom which will be built adjacent to a study at the bottom of the garden. We've designed it, but need a proper drawing for the city council. We need someone who knows what the council require. Of course, we need it yesterday .... ours fell through.
