Concept design for double garage and single flat on-top

Hi, I am looking to build a double garage with a single flat built on-top of the garage. I am looking for some concept designs that I can present to the Council as most of the garage will be built on road reserve and will attract an encroachment from the Council. The concept design will be presented to the Council to see if this build could be approved.
