Plans to rebuild carport and deck

We purchased our home 4 years ago and renovated the inside, now we are looking to do the outside, with a plan to stay another 5 years. I have spoken with a LBP approved by Auckland Council about how we approach this work and we are requiring a draughtsman to make us plans. We have a house and carport built in 1980s included on LIM. Sometime after this point (we haven’t been able to find out), a deck was built on top of the carport roof with the nails coming through the actual roof causing rust. We spoke to a LBP and they said no amount of fixing will bring the deck up to code if we make amendments. The deck will need to come up. We are needing someone to provide us with plans on a rebuild, potentially using the existing carport structure. The deck is currently over 2m high and is approx 30m2 in size. We would want to change where the staircase currently is and the direction so we can extend the deck towards the back of the property to meet the lawn. Some photos are attached. At this stage we are only looking to engage in getting plans so we can get an accurate quote of what the full job will require. Open to options/suggestions on how to resolve this issue as we have a budget we need to stick too.
