Balcony enclosure

On the second level is a study and balcony. We are wanting to enclose that balcony area and make the study into a full size bedroom. The new bedroom would have two windows side by side like the kitchen and second bedroom upstairs, as well as a built in cupboard to the left of the door. A builder has advised that the foundation of the balcony is adequate to build on. I have the house plans and photos available on request. We are looking to get this started ASAP.
