design driveway on sloping section

I have a section in Stanmore Bay, Whanagapaoa, Auckland. It is 1282 sq meters and sloping north to south. Height difference is about 12 meters. I have a topo survey in PDF and DXF forms. Ideally, I need to design a driveway (this is a back section), two small houses (70 – 200 meters) and prepare the plan for subdividing the section into two lots and help me along the way with council consents. I decided to post two different jobs: one for house and one for driveway, but if you are keen on both – let’s discuss. This is the “design driveway” job. I need an architect + engineering design and council application support for a driveway of around 50 meters in length. Note: engineering computations would be required to support council application. Driveway needs some serious retaining walls and backfill in order to get to 1:5 required gradient. I’m expecting retaining walls to be up to 4 meters in some places. Formed width must be 3 meters and legal width 3.5 meters (planning to subdivide section into two lots later). I already have some drawings and 3d design concepts of everything visually. Now I need proper documents that can be supplied to Rodney city council for approval.
