Garage Conversion to Flat

We require someone to draw up building plans for the council consent process. This is for a garage conversion to a self-contained flat. We have a 11m x 6m garage with a wall down the middle of which we want to convert half (flat would be just over 30m2) This is on a rural property with services to the main house from a 24k ltr tank and septic waste. We have a builder to do the work. Can supply photos if needed Sorry not too sure of what this costs so just guessed budget
