Plans to submit for consent to add a toilet to a bathroom

I am looking for someone who can do this fairly quickly as we are working to a tight schedule. We would like to get council approval to add a toilet into a bathroom which does not have a toilet in it at the moment and would like to add a basin in a toilet room which does not have a basin in it already. I am looking for someone to draft plans which can be submitted to the council for consent.
