Converting garage to 2 bedrooms and ensuite

Hi, I would like to know the rough cost of converting a garage into 2 bedrooms and change the current laundry area into an ensuite for one of the new rooms. As the existing laundry area is beside the toilet, i dont think the plumbing would be much of an issue. However, as the base is made of concrete, would that make it more costly/difficult to do the plumbing? Also, i currently have a plan that is drawn up in the 90s to convert the house. Would like to follow the plan as it used to be approved by council. However, I understand that this may require additional work since the rules might have changed, would like to know if you have similar experience and could help to discuss with council etc. regarding the plans, as the building consent would have expired by now.
