Gowing Drive - Flat improvements

I’m considering extending my kitchen out and adding a single bedroom but I live in a cross-lease block of 4 units. I’m on the ground floor and it would incorporate the balcony of the unit above. Just want a consult to advise if it is even possible and if so, will then go the route of drawing up etc. So cost budget below is initial consult. If project goes ahead possibly $100k - $150k
