Tree privet and a small shrub removal

Hi there, A tree privet is wedged between the garden shed and the boundary fence. This was once cut by an arborist but it grew up again and is causing allergies to kids and grief to the fence. This would need to be cut off (if possible to the stump level) and treated by an eco-friendly chemical to stop further growth. A small shrub needs to be cut as well to the stump level.
