Pruning of trees on boundary line

We are a coastal property requiring trees to be trimmed on the property. The front of the property will eventually reach power lines and next to the house will eventually obscure solar panels on the roof if not attended to. Not sure if council rules on the reduction of boundary limit us, however, ideally, we want this lowered from the current height to at/below the soffit level of the house.
