Tree transplanting

I have a 4 year old pencil oak tree planted on the council land that needs transplanting 3 metres from where it is now. I am building a new house and the tree is right on my driveway and I'm not sure who planted it there. I have applied with the council an application form to move the tree but they need a tree management plan to start off things and after care plan. They have also asked for the details of the arborist who would be transplanting that tree. The oak tree itself is quite young standing at 4 m high and 25 mm trunk diameter.
