Remove and trim trees

Remove some trees and trim others for extension of house and remove old stump (as shown in photos). Not sure if arborist report or TOA required for Council tree as seen in photo, due to trenching in footpath? Interested in your feedback and whether you can provide if necessary? Possibly hedge trimming, tree removal and vegetation removal at side and back of property too.
