Diagnose & repair cooling issue on double door freezer

I purchased a double-door upright freezer via Trademe in the belief it was working. Seller allegedly purchased it new 3 yrs ago and replaced compressor once. Problem is it only cools to a temp of -12C and runs continuously without reaching set temperature if set to a lower temp. I can provide a checklist of my checks/observations/actions taken so far: 1) cleaned dust off condenser coil and fan blades - was only a mild buildup of dust and slight oiliness. no further oily buildup 1 day after cleaning condenser unit 2) door-seals are in great condition and doors close with a good seal all round both doors 3) no internal frosting inside the freezer while running 4) condenser coils are warm when the unit is running - (indicative of presence of Freon as per google, lol) 5) compressor is excessively noisy in operation.(rattling sound similar to noisy tappets on a car engine) 6) condenser fans are securely fastened & free of any obstructions I suspect the compressor is the culprit. I would like a professional to please let me know what he/she would expect to charge me for the following: 1) site visit (callout fee) to assess the unit & verify if compressor is faulty and IF SO, then (a) total FITTED COST to replace existing compressor with new, same model (if the model currently installed should be adequate to cool this freezer to the required temp of -18C to -30C ) (b) total FITTED COST to replace with upgrade compressor (if a more powerful unit is required). I am at home 24/7 for the next 2 weeks. No dogs onsite.Freezer is located in a large double garage. All work can be carried out onsite if the contractor is okay with that. Thank you kindly.
