Electric Range operating at approx. 27000 watts!

My electric range is running at approx. 27000 watts or 26.67 kwh. Calculated this by keeping all appliances off and turning the oven on then timing the length of time it took for 1 number to click over on the meter board. It was spinning at a rate of knots! From my understanding the electric range should be about 3.5 kwh. When the electric range is switched off the meter goes back to not moving, so the meter is presumably in order. All other appliances tested operate at pretty much their normal wattage. Firstly any sparky's have ideas re this. Secondly how much? Cheers!
