F2 Westinghouse Dishwasher Error

Our Westinghouse Dishwasher has a F2 Error and has water at the bottom of the dishwasher. We have removed the filter and thats clean. We have felt around in the filter hole and there does not seem to be an opening for the water to drain out. We have turned the dishwasher on and off to see if that fixes it but it doesn't.
