Kitchen renovation

My house is a 1973 cinderblock unit with a section of wall under a large window with significant effervescence due to water ingress. I suspected the root cause was leakage from failed sealant, so had the window replaced. Now I want to scrape, re-plaster and paint the area so the unit can be rented.
