Garage Leak Detection and Repair

Hi there，my garage flooded when it rains. I found the water sneaks into the garage from the ground close to my neighbour side around the downpipe. I have already cleaned the gutters and checked drain，but the issue still there. I guess the soil may be too close and too high to the garage wall so the water cannot run away. And I also found my neighbour's rain drain is toward to my garage and I am not sure is the reason or not. Could anyone have a look and provide a free quote for the solution. Many thanks.
