Below ground tanking or waterproofing of downstairs bedroom

Our downstairs room has some moisture coming in from the exterior underground block wall. We have had a moisture test done, and although there is no visible mould in the room, the tests are higher than they should be. It needs to be either re tanked on the outside or waterproofed on the inside. It affects 2 x walls of downstairs bedroom and 1 wall of a storage area. Unfortunately, as this is Wellington, access is not great. There is room to work, but not room for machinery i.e. diggers.
