Water tightness problem - wooden window frames

I have a 1950's property, water is getting into the house and I believe this is due to water tightness issues. I have had the roof checked and that doesn't appear to be the problem. I think that it may be a problem with the window frames as below the location of one of the windows is where water is coming in. However I think all the window frames need looking at, as they don't open properly and there are gaps.
