Waterproof brick wall or roof

Water is entering top floor room. I think it’s coming through the wall rather than the buteynol roof. Walls are two courses of brick with 100mm of reinforced concrete in between, so 300mm thick all up. Floors are tiled concrete. Would need to diagnose problem and find where water is penetrating. Then either fix wall or roof. Will need scaffolding .reasonably urgent as I don’t want the reinforcing to blow out.
