Window sealing

Two storey tenanted townhouse has a leaky aluminium window frame causing rot around the inside frame. Obviously needs sealing on the outside and also some remediation inside wooden sill. Second job is sealing along the kitchen bench as rubber sealant is less grippy than originally and do not want water flowing behind bench. May need removal and replacement?
