waterprooof my flat please

There is damp coming up through the concrete floor of my ground floor. It may also be coming through the back (block,) wall. I need an assessment to find out exactly what is needed to fix this properly. This is an urgent job. I will have to give the tenants three weeks notice, however because they will need to move out for the work.
