Basement seepage

After recent heavy rainfalls, our basement got water coming in from some corners and areas. The floor is approx 0.5 meter below the outside ground (the deepest place may be close to 1 meter). The sides of the room are currently lined with pebble and there may be drain coil underneath (Haven't checked yet). This extension was done in 1990. We have asked builders and waterproofing company. Some suggested having drainage and waterproofing done outside while others advised interior waterproofing only. Hope you can help us with a best solution. Thanks
