Waterproof leaking wall, possible drainage problem

Just received a builders report for a property I want to purchase. There is a discolouration and high moisture readings on a wall in front of a retaining wall in a downstairs room. There may be a drainage problem. I would like to know what the problem is and cost of repairing it.
