Replace leaking balcony

The balcony has been leaking into the wall and has affected the main weight carrying beam along the side of the house. The whole balcony needs to be replaced and the beam as well. It is on the first floor. As can be seen in the photos, the moisture has also affected the inside wood (this part is very recent). It is a plaster house (built 2000 ), it is clear that work on this balcony also happened in 2017 (before I bought it) as I can see this date on some wood. The work may need council approval. balcony length - 4m 24cm; width - 1m 30cm Please only replies from Master Builder qualified people.
