Waterproofing on walls

Hi We have got a damp wall issue from the ground floor, the issue comes from the brick wall structure on the first level but concrete base at the ground level. Part of the rumpus has a cavity wall to stop the dampness. However, I see paint start bubbling in the area that has no cavity - the wall in the rumpus with no cavity has plaster over the concrete wall. I would like to find someone who can resolve this issue.
