Inside walls x 2 different bedrooms, build with large cement bricks , the rooms are not connected and on ground floor. Both have "paint bubbles " these flake off and are soft to touch and getting worse . Not sure the reason for dampness , work had been done before ,like scrape off paint and repaint. I am not sure if anything was added to the paint to waterproof it. It helped for a while but its not been successful. Sorry I have no idea of cost for this sort of job so its hard to give you a budget
