Waterproof balcony

I have a balcony (plywood) with a sun room underneath it. Due to the age and the waterproof layer is deteriorating, some leaks happens done to the underneath sun room when have heavy rains. It has a existing layer of waterproof, look like a membrane layer ? or maybe paint on the top of plywood but some bubbles and cracks already showed up .
