Certification of waterproof membrane

I have an existing but unfinished sleepout with a waterproof membrane in the floor. The council have asked for it to be certified, so I am looking for someone to come and look at it and confirm for the council that it is there, and throughout the floor. It is visible in several places. The structure itself and the rest of the existing work has council consent, I just need this to proceed with an official change of use.
