Window sill rotten and leaking water

Water leaking in heavy rain in the rumpus area of the house. Window sill above the area seems to be rotten and could possibly be the cause (pls refer to photos). I'd like for someone to take a look, identify the problem and quote for a fix. Would prefer to have someone take a look this weekend and am available anytime today.
