Waterproofing ?roof/guttering/blockwork

Hi there, we're in a 1970's concrete block, 2 level unit. We're having some trouble with damp in the corner of our spare bedroom on the second floor. Think it may have to do with the guttering/roofing, but may be the exterior block work. Tradesperson would need an x-large ladder to access the outside. We do not have access on to the (flat) roof from inside.
