Storm water drain with resource consent required

I have a rental property which doesn’t have any storm water drainage. I need a quote for connecting the current down pipes under the house, digging up the concrete in front of the house and laying a storm water drain out to the street. I will need the job written up professionally so I can apply to the council for resource consent as there is no storm water connection under the footpath.
