Pipes to septic tank blocked?

The drains servicing the down pipes from the guttering on the house and garage seem to be blocked. One is visibly failing to drain, and I suspect that the others are also affected. Recent heavy rain resulted in a 3" puddle across the front lawn making access to the front door impossible without wet feet. There was also significant standing water around the rear of the property.
