Clogged stormwater drain

One of our stormwater drains appear to be clogged or damaged and causing waterlogged soil in the backyard (this only started being the case during the last 1-2 years- prior to this we had lived in the property for 8 years but this part of the ground had always been dry even after a heavy rain). Please see photos attached - the brown patches are where it’s soggiest, and the man covers indicate position of council stormwater and wastewater lines
