Prepare above ground pool (remove old water, clean, reinstate with new)

Hi there, we have a 4m x 2m above ground swimming pool that has been slowly filling up with water over winter. It is disgusting and needs emptying (we do not want to use the old water!), cleaning and refilling (preferably by next weekend (19/20 Nov). The filter system also needs cleaning and new sand put in (we have the sand). We would also love someone to maintain the water ongoing once in use as we never seem to get the chemical balance right! Embarrassing pics attached... I have also estimated a price but really have no idea...
