Fibreglass Swimming Pool Resurfacing

I recently bought a house (Torbay) with a pool that seems deliberately disenabled due to a Council agreement (I believe), as you can see in the attached pictures. The pool size is 3 x 6 m. (h: 1.5 m), and a timber deck currently covers it. Is this possible to resurface it? Can you provide an estimate for it? I want to know the feasibility to repair it.
