Swimming pool repairs

We have an inground swimming pool that is in a terrible state. It needs a new pump (recently had a new filter installed). I dont know whether to empty it permanently (how do I do that) or replace the pump and start again. I need someone to come and have a look and give me advice on the best thing to do.
