Re subdividing two existing sections into one

I'm looking to buy two sections, approx. 2000sqm each, currently under separate titles which I wish to combine into one section and one title. Whakatane council requires that I need to resurvey as part of the subdivision consent. I have council cost but need to know approx. survey cost before deciding as to its viability. Thanks
