Enginnering review

HI i have a subdivisional section however the builder says he cannot build based on any of his pre-set design and the land will require an engineering review to understand the how the house can be built on it (if at all) and costing for it , and if that will pass council code. Are there any engineers who can help me with this? This shlould also include if retaining wall needs to be built and costing for that as well.
